What the Numbers Actually Show

The headline that China’s female labour force participation has “fallen below 50%” is not supported by the World Bank data. The actual figures tell a more nuanced — but still consequential — story. According to the World Bank’s Labour Force Participation Rate indicator (SL.TLF.CACT.FE.ZS), China’s female participation rate stood at 59.45% in 2024, edging down to 59.15% in 2025.

That is not a collapse below 50%. It is, however, a continued drift in a downward direction — and at a level that, while still comparatively high by global standards, represents a meaningful erosion from the peaks China recorded in earlier decades.

Putting the Rate in Context

For most of the late twentieth century, China’s female labour force participation was among the highest in the world, a legacy of both economic necessity and policy frameworks that encouraged women’s workforce engagement. Rates above 70% were common through much of the 1990s and into the 2000s.

But applied across hundreds of millions of working-age women, even small shifts in participation translate into large absolute changes in labour supply — and, by extension, in potential output.

A woman counted as “participating” in the labour force may be working a few hours a week in precarious conditions; one counted as “not participating” may be running a household enterprise that falls outside standard survey definitions.

These caveats do not invalidate the trend — the direction of travel is consistent across multiple data sources — but they counsel against over-interpreting any single year’s figure.

The Policy Dimension

Governments and researchers have identified several policy levers that could support female participation: expanded subsidised childcare, more flexible parental leave structures that encourage uptake by fathers as well as mothers, and active labour market programmes targeting women who have left the workforce for caregiving reasons.

China’s policymakers have signalled awareness of the demographic challenge, but translating that awareness into sustained participation gains is a multi-decade project. The movement from 59.45% in 2024 to 59.15% in 2025 suggests that, at least in the near term, the drift is continuing rather than reversing.

A Measured Conclusion

The framing of a “crisis” can obscure as much as it reveals. China’s female labour force participation at 59.15% remains above the global average and above many peer economies. The concern is not that the rate has collapsed — it has not — but that it is moving in the wrong direction at precisely the moment when demographic pressures make every worker count.

Tracking this indicator over the next five to ten years will be one of the cleaner ways to assess whether structural reforms are gaining traction or whether the long retreat is continuing.
